I’m afraid I know nothing about Toscanini tickets – I have received none myself nor even an invitation to rehearsals.
I think your best chance would be to see if there are any student tickets going at the RCM.1

1. Royal College of Music.  Tickets were probabaly being sought for the London Music Festival which began on May 19, conducted by Toscanini. The first concert was to include VW’s Fantasia on a theme by Thomas Tallis.
